Tibetan Sichuan: No Permit Needed, Unlike Tibet
You do not need a special permit for Tibetan Sichuan. The prefectures of Aba and Garze are reached with an ordinary Chinese visa, and the Tibet Travel Permit required for the Tibet Autonomous Region does not apply here. That single distinction is what makes this stretch of the Tibetan plateau reachable while Tibet proper stays tightly controlled.
Do you need a permit for Tibetan Sichuan?
Sichuan’s Tibetan areas are open to foreign travelers without a special permit. A valid Chinese visa is enough, and independent travel is allowed. The Tibet Travel Permit is a separate document that only governs the Tibet Autonomous Region.
Most anglers researching the Tibetan plateau start with Tibet proper and hit a wall of paperwork. The plateau does not stop at that administrative border: it runs deep into western Sichuan, where the rules are entirely different.
The difference with the Tibet Autonomous Region
Entering the Tibet Autonomous Region as a foreigner requires three things at once: a Tibet Travel Permit, a pre-arranged tour, and a licensed guide for the whole trip. Independent travel is not possible there.
In Aba and Garze, none of those conditions apply. You move freely, with no mandatory guide and no state-imposed route. It is a difference in kind, not in degree, and it is the practical reason this fishing exists at all.
Where you go: Aba and Garze
Garze belongs to Kham, the eastern part of the Tibetan world, in the far west of Sichuan. Together with neighboring Aba, it holds the high valleys, monasteries and altitude torrents that matter here. The region is open to foreigners.
A few areas are exceptions and remain closed, notably Larung Gar and Seda (Sertar) County. They are not fishing areas, and itineraries are built in the open sectors.
What about the Chinese visa?
Since December 2023, China has run a unilateral visa waiver for several European nationalities, extended through the end of 2026, allowing 30-day visa-free entry for tourism. Requirements and eligible countries change over time, so travelers should confirm their own status before booking.
For nationalities outside the waiver, an ordinary Chinese tourist visa covers the trip. Either way, there is no Tibet-style permit layered on top.
What this changes for a fishing trip
In practice, reaching the plateau torrents skips the heavy logistics of Tibet proper: no entry permit, no compulsory guide, and for many European travelers, currently no visa at all. That is what keeps fly fishing Sichuan feasible without an administrative machine around it.
It also explains why these waters are still so lightly fished, and why fly fishing China barely registers as a category yet.
Frequently asked questions about permits for Tibetan Sichuan
- Do you need a permit for Tibetan Sichuan?
- No. Aba and Garze prefectures are reached with an ordinary Chinese visa. The Tibet Travel Permit applies only to the Tibet Autonomous Region, not to the Tibetan areas of Sichuan.
- How is this different from the Tibet Autonomous Region?
- For the Tibet Autonomous Region, a foreigner needs a Tibet Travel Permit, a pre-booked tour and a licensed guide at all times. In Sichuan's Tibetan prefectures none of that applies: travel is independent.
- Is the Tibetan plateau only in Tibet?
- No. The Tibetan plateau extends well beyond the Tibet Autonomous Region, including western Sichuan. The fishing sits on that Sichuan side of the plateau, which is why the access rules are different.
- Are all parts of Aba and Garze open?
- Almost all, but a few areas are closed to foreigners, including Larung Gar and Seda (Sertar) County. Itineraries are built in the open areas.
- Do you still need a fishing permit on top of that?
- Access to the region and permission to fish are two separate questions. Reaching Tibetan Sichuan needs no permit; local fishing rules are checked separately for your dates.
